Proven organisational, administrative and personnel management skills. The post holder is expected to have a thorough knowledge and understanding of international and regional pesticide regulations. The post holder must have excellent written and oral communication skills, have the ability to prepare and present public lectures and seminars, and be capable of providing official advice on a range of issues concerned with mosquito control. The post holder will be required to establish a professional and credible profile, both personally and for the Department. The post holder is expected to have, or be capable of acquiring, knowledge and skills for some or all of the following: practical experience and/or qualifications in the safe use and handling of pesticides, the training of staff, insecticide application techniques, mosquito ecology and bionomics, insect biochemistry, the principles and techniques of molecular biology, statistical expertise in handling scientific data and computer applications of GIS mapping software. Main duties and responsibilities: Organise and oversee a programme of scientific monitoring and research work to ensure that mosquito control efforts are effective, up-to-date and conducted in a safe and efficient manner. To advise the Director on the status of such work and provide input on potential advancements and developments that might be made as improvements to the overall programme, including the use of molecular biological techniques and other modern methodologies. Responsible for disease prevention efforts, including supervision of inspections and treatments, monitoring of mosquito disease vectors, mapping and collation of data, and reporting on the progress of disease prevention efforts. Assist the Director in the preparation of budget submissions for Research & Development purposes. Organise appropriate staff training, and coordinate with Section Heads and Supervisors on various projects undertaken. Liaise with professionals internationally, including specialists in mosquito control, safety and compliance, mosquito-borne disease epidemiology and prevention techniques, and to provide reports on relevant research findings overseas as well as work conducted locally.
